Kids are allowed to take candy from strangers when their parents are around and they ask their parents first. The real rule is that kids are too young to know which adults can be trusted--we just tranlate that to 'don't take candy or rides from strangers, and don't talk to strangers' so that kids understand what that means in practical terms.
