recently he has sent me an IOU via email,
however there was no endorsement, only his full name & NRIC and the repayment date. Can I treat this as an evidences??

You can sue him for the unpaid loan without the email.

The email is evidence, but be prepared to establish that this is definitely his email address. If he tries to claim he didn't send that, you need to be prepared to produce a few other emails you got from him with that return address.

Depending on the amount of the loan, you can go to Small Claims Court. Be aware that the SCC limitation is on the amount of Judgment, not the amount of the debt; if the debt is 10,0000 and the SCC limit is 5,000, you can still sue, but you cannot get a judgment over 5,000, and you lose the right to sue over the rest.

That can definitely serve as evidence, and is far better than nothing. If required I think the internet company can verify when it was sent. Get a copy of it hand signed by him if you can - that would be better. Good luck.

Based solely on the facts in your post, while you can sue anyone for almost anything, the mere fact that he produced an IOU does not in and of itself, prove a contractural debt sufficient to win a lawsuit for recovery.

Yes take him to small claims court. The e-mail should have sender identified on the copy you bring to court. You may also advise him first to see if he wants to pay you without going to court. It would be cheaper since you can include as court cost, filing fee and lost wages.
