mostly shareholders...and of course oil refinery companies..
it's a win win win for refinery....produce less, ship less, and charge more... sweeet !...win win win
...gasoline, and oil are necessities... supply and demand economics only really work on commodities... Supply and demand in the petro industry doesn't exist.... there's only collusion.
