Invitation to a company party is either mandatory or not. Certainly even if it is not manatory, it is often politically required to go. But if it is not mandatory, there is nothing officially that the boss can do to the employee. But I am sure that the boss will use that in other ways.

I think that his boss won't forget it and that it will come back to bite him in the rear in a big way.
I'd much rather have the boss call me in and yell at me about the email than not respond at all, because, he is definately going to respond in some way.

If he talks to the boss like this, how would he talk to a customer.(Either in person or by email)
When there comes a business downturn and you boss has to cut payroll, guess who will "disappear"

Some people have no clue...then he;ll wonder why he passed over for promotions, raises, etc...you can decline an invitation without being rude about it.

put his response in his HR file and remember it when it comes time for annual review and raise and tell the employee, his remark cost him 1% pay increase

Everywhere you go, there will be that one person, that just sucks. Thats life, try not to worry about what he "gets away with", cause his life is probably already punishment enough.
