They don't. For example, neither the A38 and the A62 goes nowhere near London.....

They don't all start at the same place. Their origins were in the original country lanes that linked local villages.
Contrary to popular film imagery there were few designated long-distance through routes until the 18th century. Therefore there is was not a "designed" network until the advent of the motorways.

All road distances to London are measured from Charing Cross regardless of the road designator.
Rail distances to London are measured to the buffer stops of the terminus at which the railway line ends, except for Paddington - but that's a much longer story.

A roads are just important thouroughfares, usually but not always busy, usually but not always large.

They are not required to start from a certain place, London is 2000+ years old and wasn't exactly planned and built with cars in mind.

Distances to London are measured from Charing Cross, near Trafalgar Square.

Strange question.

If you're taling about where are the distances on road signs measrured to in London (eg on an A road you might see a sign saying London 35 miles) It's the cross outside of Charing Cross station.
