Yes.
Here is the solution:
1. Make sure you have enough Iraqi/U.S. troops, doesn't really matter which.
2. Seal off the borders to Iran, Syria, and Saudi Arabia completely, with troops, of course. This will end the inflow (or most of the inflow) of supplies and new recruits the insurgency needs.
3. Seal off problem towns within Iraq. (See #2 above)
Finally, the insurgency will have to dry up as it runs out of new recruits and bombs and supplies.
Italy used this strategy earlier in the 20th century to successfully defeat insurgents in Libya.
What doesn't work is what were are trying right now:
1) Military presence only exists at bases, and all ground between bases is an open no-man's land.
2) Borders are thinly patrolled and effectively unguarded and wide open. Insurgent supplies and new recruits are barely hindered as they flow into Iraq to ressupply the insurgency.
3) Problem towns are ususally left wide open. (See #2 above)
Now, winning the War in Iraq has major benefits. We will have effectively planted a Democracy in the center of the region, and freedom will spread to surrounding nations over time.

I have seen those who wants to just nuke the place and find it absurd. Those soldiers who really work with the Iraqi military are making great strides and really proud of what they have done and what the Iraqi military have done. Yes, from the military side this is working great.
