I have read that the Khamsin winds can blow from late winter to spring - I want to travel to the red sea area in March but I have breathing problems and have heard that these winds leave layers of dust everywhere which could cause me problems. I would be grateful if anyone living in the area could provide more info.

Sharm is your best choice then.
In Hurghada it may happen for one day or few hours and not like in Cairo as Hurghada is open and the dust goes away with the wind. You'll just need to stay in a close area at that time.

In Cairo it's very bad if you have breathing problem as Cairo is very crowded and buildings are everywhere with many kinds of pollution. I should also tell you this wind is not everyday or even every week. It happens 2 or 3 times in the whole season. If you take the risk, you may be lucky and if you prefer to be in the safe side go to Sharm.
Good luck and welcome in advance.

If you have breathing problems then definitely it's not recommended at all! I was there in March this year all went perfectly fine except for the last day it was terrible by all means! the wind was awful and the dust!! we weren't able to see each other clearly. It lasted only one day but I think this "1 day" can do a lot to your breathing problems.
Edit
Sharm El Shekh is surrounded by mountains so the effect of those mountains is a bit stronger than the Mukattam. as a BTDT, I recommend that you avoid going there in the period of the Khamasin winds for your health.
