Houston lost the Oilers to Tennessee (now the Titans) but have since gotten the Texans.
Cleveland lost the Browns to Baltimore (now the Ravens) but have since gotten the Browns.
LA lost the Raiders to Oakland. However, that might be just over 12 years ago (1995 in Oakland).

cleveland (which they got another franchise back), los angeles (lost the rams and raiders), and memphis when the titans moved to nashville. other than that, you have to go back to the 80's when both oakland and baltimore lost their teams.
