Neither. It's just the imaginary boundary between the two days. If you really could measure down to the Planck time at the quantum scale, you would be deciding which time quantum was the last one for Monday and therefore which was the first for Tuesday. This is an arbitrary distinction on earth, and nothing else in the universe cares. Then you'd need to decide whether the standard is solar time or standard time. Then you'd need to decide on the time reference, perhaps TAI, UTC, UT1, or UT2. Perhaps you'd need to define your own, so you could adjust for all the leap seconds and make the correct decision by your criteria. Once you had done all that, you would have an algorithm to apply to any time quantum and assign it to a day. Who cares?

00:00 is new day
if u know the 24 hours clock which will start like 01:00, 02:00-23:59 then the next day begins at 00:01 ( same as 12:01 am)

any point in time experienced by the observer,is always "now".dending on your speed of comprehension (how fast you can think)this can seem to be an extreme fraction of time or an epic journey through time. To quote a famous phrase "time is relative" -- albert einstein. good luck with your quest !
