You are not describing what CNN or the BBC said. You are taking the gist of your information from the Jones Report. That is not particularly open minded or constructive.
If Rick Perry wants to speak with foreign leaders, so be it. He is not speaking for the Bush Administration, the State of Texas, or any governmental body and is not pretending to.
I do not expect Rick Perry to run for President, I do not believe he is a criminal, and I do not expect him to be fined or punished.
