when is it the best time to cut rose's back & how does someone go about planting a cutting off a rose bush. , & when is it the best time to cut back tree branches

I live in FL; but have lived in many places. I usually wait until just after the final frost (Or a similar time frame if frost isn't an issue).

The "plant" will go dormant in any case; in it's season; and I prefer to leave the dormancy alone. In Spring; just before any new budding/growth begins; I "Prune". That allows the cut to "Heal" as the growth splits from it, also adding new foliage and branches.

I also Prune very selectively; especially with flowering plants. They are certainly more susseptable to "Shock" than a tree. If; on a Rose; you notice growth on one stalk for example; that seems a bit much, and might be ungainly; prune it back to a leaf; or joint; below where it may have last flowered.

ADD ON: Planting a cutting might be a bit more of a challenge. Certainly a decent potting soil already condusive the the Rose; etc. in Acidity; etc. AND I have had MODEST success with "ROOTONE"

Most roses need to be cut back in the spring. Just wait until spring and cut off all the dead parts. If they are getting really big you can cut the live parts as well.

I'm not sure how to plant a cutting off a rose bush, but I believe you put it in water.

Tree branches should also be cut in the spring.
