Say Zone 6 area of London? And excluding the land price.

Could I build a 3 bedroom, two reception and two bathroom house?

Yes, quite comfortably the location isn't much of a factor unless you are building within the congestion charge zone.

As you are excluding the land price, which of course would be greatly affected by the location.

For £140,000 you would be able to build a substantial detached house, providing.....

The houses being built is close to an existing road.
All the services ie gas/water/elec are available close by.
You don't want swimming pools, stables, out-houses.
You want a traditional brick and block construction.
Ground conditions allow strip foundations.
You are not building within a conservation area.

The list could go on. But a typical 3 bed 2 bath house yes.

London; likely one of the most expensive economic areas on the planet; and given the economy in a general sense; It might depend in large measure (no pun) on the size and materials used. "CAN I BUILD", might also be a key phrase; if you get my drift.

I doubt it; but then I don't live in London. Test the question locally by pricing materials and utility services.

ADD ON: Given the current exchane rate is .48 L to $1 American = approx $292,000; I re assess my thinking and perhaps it is possible.

To build a house that big the land would probably cost you that alone. That's if you could find some and get planning permission

finding land will be your biggest problem i would think, and the attaining the correct PP will be another obstacle, do your homework, it will stand you in good stead, good luck
