i want to buy a laptop under the 'one laptop per child scheme'. please let me know the procedure to buy it

Right now you can't buy one though Quanta are planning on selling a derived version on the open market.

It isn't going to be exactly the same as what the kids in developing countries get but it should be pretty close (it will probably be slightly higher end).

If you want a cheap no frills laptop, go for an eee pc from asus.
