Its probably you have installed software utility or a driver which is preventing the OS from booting. First start your system with Safe mode by pressing F8 key after POST. If your system start normally then problem is with your driver. Then try to uninstall any recently added utility or driver this must resolve your problem.
If system does not start in safe mode then you have to reinstall the OS.

1. Get into the setup/bios and take off the fast boot. This will test more hardware and display what is going on.

2. Disconnect all non essential hardware, hard disks, add in cards (but not video), all memory dimms (most likely failure). Without any memory the PC should give you some beep codes. Without beeps, you may be looking at a cpu failure.

3. Some PCs will run with only 1 ram stick in, others need to be in pairs, check the manual. Try different sticks until it either works or you run out of choices.

4. If it then complains about "no boot device found" you are back in business, you can gradually add hardware in to discover failure. Leave boot disk until last to save wasting time booting the OS then shutting down.

5. If same hang, reconnect bootable disk (Floppy or HDD), remove video card and watch for disk activity in which case video pcb may be faulty.

What beeping noises does your machine make when you try to start it? Do you get a long beep tone before it shuts down?

First thing to do is make sure your keyboard, mouse and monitor are connected properly, if wireless then make sure the batteries in the keyboard are not flat. If this does not work then you should remove and reseat your memory sticks, video and or soundcards.
You may need to reinstall or repair the operating system. If none of this works then you may have a defective hard drive or motherboard. All you can do is keep trying till you find the problem. Good luck.
