This is because the coefficients of expansion of concrete and steel are almost equal
ie steel = 35x10^-6 , concrete = 36x10^-6
which means that they both expand and contract at the same rate

Concrete is reinforced with steel rods not because it expands or contracts, but to simplify it–concrete absorbs the strenght of the steel used to reinforce it. It's the transfer of energy. They act as one. Another example is a pipe with concrete inside, a reverse of your example. Since they act as one, they expand or contract as temperatures change.

Could it be because of the insulating abilities of the concrete mass? Also at ambient temperatures there isn't enough of a difference to make any noticeable difference to the metal's density. After all, unless in a fire the building, is unlikely to experience a temperature fluctuation of more than about 50C or 100F.

What you state is not quite true,,,,,,,steel rods do cause problems they corrode, they collect condensation and that drips into the structure of the building...
You question could be answered by the leeway built into the structure of buildings for movement, expansion, contraction etc...

no steel expands less than other metals it is denser, and the concrete acts as an insulator. Concrete thickness in building codes is 3 inches around the steel to create the insulation effect to prevent expansiona nd shrinking
