I have website which are already submitted in google and yahoo but now i want to change my TITLE, DESCRIPTION and KEYWORDS for that. so can i resubmit my site to google and yahoo. It will effect my current ranking.

By improving your site you need to make changes and that is called search Engine Optimisation.

They also have a free meta tag generator tool.
If you have submitted a sitemap to Google or Yahoo, then after you make your changes, resubmit a new one.

It may effect your ranking, but only by a little. You'll need to optimize the page and accrue links from other pages back to it in order to gain ranking.
