I believe it is 10 people. 7 on the Shuttle and 3 on the space station. But it is a little hard to figure out just based on the NASA web pages because there are more than 3 crew members in the space station "expeditions" and it isn't necessarily clear which 3 are on the space station right now.

There are no people in outer space right now. There are 10 people in orbit on the ISS but that doesn't fit the definition of "outer space". It's low Earth orbit and it's even still within our atmosphere somewhat.
