The vamp or upper is the visible part of the shoe. To re-vamp a shoe is giving an old/same shoe a new look.

Vamp was originally a noun meaning"part of a stocking that covers the foot and ankle." Sense evolved to "provide a stocking with a new vamp"(1599), to "patch up,repair" to "extemporise."
Or to give it it's modern meaning"to give new and improved form,or structure,or appearance to".In other words a new and improved version.
