Left-click on any *empty* space of the taskbar and drag the whole thing down to the bottom of the screen. If dragging doesn't work then *right* click any empty space on the taskbar and turn off "Lock the taskbar".

Click on the tool bar, then hold down the left mouse button and "drag" the toolbar back down to the bottom of the screen.

Just drag and drop it back to the bottom. You can even have it on the right or left side of the screen.

--- point your mouse pointer anywhere on the task bar (that's the bar where your START button is.) Then drag it to its original position. (Bottom part of the screen) It should attach there automatically.

first - make sure the task bar is unlocked
do this by 'right' clicking in the task bar
and pull up the menu
then grab the taskbar by the left mouse click it down
and pull it down to the bottom of the screen
then right click the task bar - and check
LOCK it - in place - and it should not move
