October 31 is neither a national nor a state holiday in the US. If your boss wants to declare a 1/2 holiday, that's his/her own business.

Yes it was declared, but this depends on the company if they have to issue a memo. Other companies are sending or posting an announcement for the employees to remind or be aware on the occasion.
