I doing a ocean mural I want to know what you think I can't draw so I want to know what if think you I should the colour pages off the internet and trace off them or pay someone to in and draw the ocean out the wall

First, find some images you like and decide which one you want on your wall. Draw an evenly spaced, grid of squares over the image. Then draw another grid on your wall in a larger scale. You can then copy each square off the image you like, onto the wall, one square at a time.
Or cheat and borrow an overhead projector like they use in school. You photocopy the image you like onto transparent film and put it on the overhead projector. Aim in at the wall and trace it. Do it in one hit, don't pack up and come back to it later as it's hard to get the image/projector in the exact same spot.

With no offense meant at all; a daunting task to say the least. can you paint it once you've drawn it?

I've done my share of murals; and have been painting since I was very young.

In your case you might try an opaque projector. I often use one for Theatrical sets; and while I use transparencies strictly for line work; certainly an opaque projector would allow you not only the lines you need; but the actual image to paint over; as well as the ability to move forward or back to adjust the image size.

In your question I want to assume YOU want to do this; paying someone will not make it a DIY/ YOUR own original piece.

don't pay ask your friends surely one of them can do an outline sketch for u to colour in
