There is citizenship, and then there is permanent residency. A residency allows you to travel in and out of Australia without having to apply for travel visas.
It also enables people who hold it to find jobs in Australia without having to go through a tedious immigration process.
After holding the residency for a number of years, they are encouraged to apply for citizenship. There are benefits to being a citizen of a country - welfare, government subsidies etc.
However most countries do not allow a dual citizenship (being a citizen of two different countries), which is why a person might choose to be a resident in Australia, instead of converting to a citizen (so they can keep their original nationality).
To answer your question, since you are an Australian citizen, you are not on a residency visa.

I would suggest that if you are an Australian citizen then the question about a visa doesn't apply to you so just mark it "n/a"

It means , "Can you prove that you are an Australian citizen and have the authorization to work in Australia?" It's probably a document you have to get from your local public services office
