Having majored in political science, I would not trust anyone with a PhD in Political Science to be able to determine who could run a small town government much less a country. Understanding how the system works does not translate into knowing the best policies for a complicated world. Democracy may not always work but it is preferable to turning control over to a group of self-selected guardians.

Do you even know what a PhD is? And it's spelled holder not holdar by the way.
Generally, the smartest people have the least social skills, so no, I don't think it's a good idea. The people need to decide who represents them.
