Well, an Indian friend of mine happened to be with me when I read this question. He knew the Tamil language too, and I asked him for his answer. He said it could be written this way, though he admits that he isn't happy with it.
'If you list all the Indian Prime Ministers in the order in which they became Prime Ministers (e.g. Jawaharlal Nehru was at serial no. 1 in the list being the first Prime Minister), then against which serial number in the list would the name of Indira Gandhi appear?'
