In some games, a group of people pick

It just depends where you go. Like at the Mts Centre in Winnipeg, Manitoba (Manitoba Mosse) the fans pick by texting to a number

depends- usually the home sportscasters...but sometimes its a collection of the media (newspaper writers, etc.)
