You will use the comma, then the quotations marks....

"Bob ate the food, " he said etc....

Now after the exclamation mark, you will not need a comma...

Just in case anyone from the UK is looking at these answers adn thinking we people in the states are daft........ In the USA, we are taught in schools that the punctuation goes INSIDE the quotation marks whereas in the United Kindom, they are taught that the punctuation marks go AFTER the quotations..... BOTH are correct DEPENDING on what country you are from.... BUT, if you are FROM the UK and were to answer this same question on an exam in the STATES, you would be marked incorrect if you said punctuation marks go OUTside the quotation marks...however here is another rule on this:
End periods and commas always go inside quotation marks if there is no parenthetical documentation. But periods and commas come after parenthetical documentation.

"Bob ate the food," he said (Of course, this is presumming that the 'he' who is speaking is only pausing before he is going to say something else or he is thinking he might but doesn't )
"Oh my gosh!" He said (I believe that the use of a comma in this instance is quite unnecsessary, mainly because the exclamation ends the thought)

I don't believe I'm wrong on this or perhaps my five years of college was a waste of time.......

Commas go inside the quotation marks "Bob ate the food," he said...

dont use comma w/ exclamation.
"Oh my gosh!" he said.

I know exclamation is a punctuation and its tempting to capitalize "He" but resist the urge because "he said" is a part of the same sentance as " 'Oh my gosh!' " "he said completes the entire thought therefore remains un-capitolized.

Puctuation always goes inside the quotation marks. There may be an exception that I am not aware of, but this is the general rule.
"Bob ate the food," he said.
Easy way to remember, the comma always sticks to the word.

No comma needed when using !!!!!!!!!
"Oh my gosh!"

First example: The quotes go after the comma.
Second example: No comma is used since there's already an appropriate punctuation mark. Also don't capitalize "he". Since you're not starting a new sentence here.

Inside the quotation marks. "Bob ate the food," he said.

And no comma after the exclamation point.

In the first example, the comma is used inside of the quotes.
Second example, I would leave the comma out.
