No, he was not. His paternal grandfather was born in Scotland, and he himself was born in Arkansas.

Douglas MacArthur was opinionated, conceited, and an ineffectual commander; who thankfully was finally canned by Truman, but he wasn't German; for which I am sure that Germans everywhere are grateful. They have enough bad history to live down.

No but Eisenhower was. During WW2 one third of americans had german ancestry
