There's a few possibilities. It could be smegma (natural oils and skin) or dry ejaculate. But both can be prevented by properly washing. If circumcised, make sure you rub the head like the rest of your body and if you masturbate, remember to clean up afterwards to prevent dry ejaculate. If uncircumcised, it's the same; remember to take 5 or so seconds to pull back the foreskin and rub the head when you're soaping up your body when you shower (and rinse) and that'll prevent this. If it's smegma, it'll come off slowly as you wash after a few days.

It's Smegma and has been associated with cancer of the penis! It is full of bacteria you need to practice better hygiene or get circumcised!

Circumcision of males represents a surgical "vaccine" against a wide

You should be able to wash it off like with warm water in the shower, might take a bit of time or rubbing if this is the first time you've done it, after you've washed it with daily washing it shouldn't come back.

Could be Herpes I don't know and sense you don't know you need to go see your doctor about it !! just to be safe, anyone can guess as what it could be, so why not find out for sure? it's easy !
