I'm looking for a television/Film/Commercial/modeling agent or agency in the Los Angeles that someone recommends.

I don't really want to deal with a large agency.

I'm guessing you dont want to deal with a large agency because of their tendency to forget about their small talent and focusing mainly on their "A- list " talent. which is smart. but luckily for you i think the main "large" agencies in L.A. are William Morris, Creative Artists, Agency for the performing arts, diverse talent group, endeavor, the gersh agency, international creative management, osbrink, paradigm and the United Talent Agency.
those are the best and you have to be referred to them anyways so its not really a big problem to stay away from them. just go to sag.org, and they will have a list of every legitimate agency in the country.

It is really difficult for actors starting out to be picky about agents. You will be lucky to get one. What is wrong with a large agency? They are large because they are good. Now, I cannot help wondering if you are qualified to get an agent by experience and training? You don't just go to an agency and say here I am, represent me! They will pick you, if they are interested in you, following their regular way of accepting new talent.

Buy a copy of the Ross Reports. It has info and addresses for every agency in L.A. - large/boutique, commercial/theatrical, whatever.

A good number of actors in LA don't have agents, so you're just going to have to do what everyone does and do a big mass mailing and see what kind of response you get.
