We support therefore the implementation of IATA policy to encourage financial cooperation among member countries, to instruct our finance ministers to study ways and means of enhancing financial, banking and insurance cooperation of IATA member countries, and develop and implement the relevant roadmap and institutions they deem appropriate for the realization of such cooperation.

Use it in place of both series commas. If one of the phrases in your series has a comma within it, use semicolons instead of commas to set apart the phrases.

I don't know where but I think it's more important to write expressions and explanations in simple sentences as possible.
