I live in an apartment complex and there's a mexican that lives next door to me and frequently has friends over. He's constantly playing music with lots of bass and the rumble really gets on my nerves. I complained to office about 20 times at least, called the police about 5 times, and it has gotten somewhat better, but not much. I can't afford to move and it's bothering me so much i'm considering going to office once more and telling them that if they don't do something I will take matters into my own hands and leave it open for their imagination or maybe slashing his tires or breaking one of his windows to make him paranoid that someone tried to break into his apartment and maybe hell move. Any suggestions??

you must no make threats or YOU can be sent to jail.
Since you mention ethnicity - do you know if they are legal? The kind of "threats" you might have pull with is calling ICE?

I assume that reason is not helping and if you've already called the police numeorus times - it would work to appeal nicely ;o

Maybe you can record the noise and try to get mgmt to allow/make soundproofing (such a some kind of padding for the wall?

I have been driven crazy in a couple of apartments and while I didn't have the money or inclination to move - my sanity was worth it.
(I went nicely down to the aparment below me where the idiot would play throbbing bass (music) late at night - when I said nicely that I "realize" that you probably don't know but the throbbing music pounds in my apt - could you at least turn if off when you are not home (since he would turn it on at midnight and then LEAVE) the moron said "My Plants like it". I went to mgmt and told them that I had recorded it and then they finally took action.

Never do anything illegal under circumstances such as this. They would have a good idea who did it. Keep complaining to the office and calling the police every opportunity you get, eventually you'll get them kicked out.

First of all, do NOT 'take matters into your own hands' and physcially do anything to the jerk. If the manager is unwilling to enforce rules then find out the name of the owner and complain to them.

File a case in court to order your neighbor not to be noisy. Do not put the law into your hands because you might be in trouble.

My neighbours did the same all day long,doof doof doof doof.So after trying the police who said they could do nothing,(they own their house, I own mine)So when they started the doof doof, I started playing really old stuff Bread,America,ELO, country at full volume it worked.
