A university may be a comprehensive higher education institution, but not all universities are comprehensive, in that some focus on particular types of subject matters - look at schools like Cal Tech, where you wouldn't go to major in theater, or Babson, where you wouldn't go as an English major, as examples. A comprehensive institution would have a very broad focus, offering a wide variety of programs.
