by convention it's the Greenwich Meridian which used to run throught the Royal Observatory, London, England. There's a brass rail laid into the ground so that you can put one foot in the west and another in the east.

Unfortunately, the story goes that the brass rail is in the wrong place...

England has the privilege of having the PRIME MERIDIAN at Greenwich. It is also considered the "starting point" for time measurement.
