Here is a current list of NFL teams that do not have their quarterback designated as a captain
1. Arizona Cardinals
2. Atlanta Falcons
3. *Baltimore Ravens (appoint captains weekly)
4. Chicago Bears
5. Cleveland Browns
6. **Green Bay Packers (appointed weekly but i'm sure Favre is always one of them)
7. Houston Texans
8. *Jacksonville Jaguars (appointed weekly)
9. Kansas City Chiefs
10. Oakland Raiders
11. **Philadelphia Eagles (appointed weekly but again with McNabb probably being one every week)
12. Pittsburgh Steelers
13. *Washington Redskins (appointed weekly)
---when i saw your question i figured that there might only be a few with teams devoid of an established quarterback but i was really surprised by the Steelers.

Brian Griese of the Chicago Bears is not a team captain. (Either is his homeboy Rex Grossman...)
