Since they're only Grade two or three, get them something small such as a little halloween pencil, OR as a gift, you could get something that they can remember and keep forever and teach them how to make Halloween crafts.
Hope it helps!
Good luck.

i loved getting glittery halloween pencils when i was in elementary school. stickers are great too. i would stay away from small halloween erasers simply because they could have younger siblings at home, and kids aren't always the most careful about small objects. so my vote is a pencil or two per kid, and two or three stickers per kid. i'm sure they have plenty at the dollar store. oh, and those glow in the dark spider rings were a big deal too.
have fun!

I think little children in that age group like any little things..they prob. think that erasers and pencils are crazy for there age..but they might like something you made .. like get paper in orange and black..get a sharpie and write one letter of thier name then cut it out (not to small) and then glue it on the black till you spell out the name..(it could be to much for you to do if you had a lot of children in the class/grade)..sorry i dont have any other ideas...
Hope it helps you!!!

You are better off not encouraging halloween since it is not celebrated by everyone and some parents might have a bad attitude about you doing a small thing like that. Maybe you can just ask some of the kids about what they dressed up as??
