To become the flow - think of yourself as a magnet. You attract more of the feelings and thoughts you are experiencing. Actually this is just the law of attraction at work. But when you develop an awareness of the law and you can implement it - not only will you become the flow - you start to control the flow of your own experience. You must learn to control your thought and it takes some doing at first. Controlling what we think about to, attract more of it, is easier said than done, at first.
It takes some concentration and a special awareness of yourself. But once we are aligned we get what we want out of life. And the better it gets, the better it gets.
I could give you many ways to begin, but the best way to start, get into a very positive and happy state of mind. Think about all the gifts and blessing you have. Meditate if you like but relax to an almost hypnotic state. Then when you feel happy peaked and relaxed think about what you want. I promise you will invite what you are thinking into your experience. (Law of Attraction)
When you realize its manifestation and understand how to create and intend, you will know that you have become flow.

You already are part of the flow. Everyone is a part of it.
Instead of reacting, you wish to become Proactive. If you are finding it difficult to figure out how to become proactive, don't worry. It is not an easy thing to do.
One thing that will help you is to decide HOW you want to change things. Try not to look at the entire picture, but instead focus on just one aspect of life that you feel is important to influence. Then, do some research. See how others have affected the same type of change and learn from it. Then, try to see how you can induce the same type of change, given your situation. If there are gaps in your ability to make those changes. look into what you need to do to bridge the gap to make it possible.
Add: There are alot of philosophical answers here. Most of them have value in an inspirational sense, but I believe that your question called for a more practical response.

By, number one, losing the ego and giving oneself up to
the flow or whatever object or natural entitiy you'd like to
merge with. I do this when the first rain falls. If it's warm
enough, I go outside and sit in my birthday suit and let
it rain and rain on me. Pretty soon, I'm feeling like a
blade of grass, or one of my plants. I've lost my "humaness"
and have morphed into one of a hundred of green things
on the earth. It's really hard to go back to work the next
day. It's the happiest I've ever felt.

You have to adopt a leadership role instead of being the follower. That means taking on an enormous amount of responsibility, thus being much more responsible in ever aspect of life, not only in the worldly sense, but also in the spiritual.

For one thing: we are the world. The world is a miror of one!
Whatever I am, I find it in others. I am in the world! Now, if the flow is being like others, follow, not for me! If the flow is a stream heading towards conciousness, awarness, wisdom, I'm part of the flow!

Simply switch your perspective.
Every individual is the "cause" of many things; you are, from another's view, the "flow". I mean, seriously, not many people out there perceive themselves as an unimportant part of the flow.

the hardest thing to find, confidence.
once you have confidence inyourself everyone else will believe in what your doing or saying, then you start your own flow. there wont be any more reacting, yet everyone will react to you.
