lex luthor, no matter what happens to him, what he does to everyone else, he finds a way to reinvent himself. everyone forgets what the bald guy did, then he pops up again to wreak havok some more. joker is awesome too, though. nobody's crazier than the joker.

I'm also going to put in a plug for the Composite Superman. He had ALL the powers of the ENTIRE Legion of Super Heroes.
He was the most powerful foe the Superman/Batman team ever faced, and if his powers hadn't worn off, he would have killed them both.

But, more than him, his apprentice, Haku. He wasn't REALLY a villain, just in opposition to Naruto, from order of Zabuza. I cried when he died, and was touched when Zabuza cried for him. Then died. :'(
