b. to parties in proportion to the percentage of votes they get

It could be either -- depending on the rules in effect.

A plurality just means -- the option receiving the largest number of votes that isn't a majority -- which would tend to make A more often the answer.

But I've seen plurality voting systems (at the non govt level) that work as per B -- so it all depends on the rules in effect.
