Animal Man could not win against any of them unless he drew upon animal powers through another source.
Neither beast nor Wolverien nor Sabertooth are animals. I don't believe that Animal Man can draw upon the powers of other humans (Otherwise, he would suddenly become Superman's pal)
You might make a case for Beast, but the other two are just too close to human.
Now, if BUddy baker is near to a zooful of animals, then he could draw upon their powers and possibly give them a good fight. Take the agility of an ape, the strength of an elephant and the speed of a cheetah and I think he could beat Beast or Sabertooth.
Wolverine is a lot harder to hurt though. I suppose Buddy could copy the powers of a spider and truss him up in webbing and tie his hands behind him so he couldn't reach the webbing with his claws to cut it, but a certain Peter Parker has done that before.
People would whine and complain that it wasn't original.
Good question, though.
