The political institutions suffered a violent change. Many structures were destroyed. The order of the roman empire disappeared and barbarian kings seized power.
They didn't care about culture or education, only about power.
Knowledge became stored and preserved in monasteries. The only ones who knew how to read were the monks. It became a boast that knights, lords, etc, could not read. That was left to the lowly people

The first part of the Middle Ages was known as the Dark Ages. Barbarians from the north and east invaded the Europe. The Romans gave one of those groups, the Huns, the area now known as Hungary, hoping that that would appease them but it did not. Eventually, the invasion by the barbarians of Rome brought about the end of civilization as it had been. People left the cities and organizations as they had been dissolved. Survival in unorganized, loosely defined groups became the main objective.

Middle ages began when the Roman Empire falls. When the Roman Empire fell to the barbarians. War became constant, the Roman knowledge and ways was forgotten and protection became more important than education.

Education was never widely available in Europe. Even in Roman towns, it was the children of merchants, scribes, and upper class Romans who learned to read and write.
With the breakdown of Roman society, education went underground. It was hidden away in the monasteries and castles where monks and children of noble birth were taught their letters. Cloistered monks were more likely to be taught than their brethren who went out to minister to the poor. They didn't waste years of learning on someone to let him throw it danger's path.
Eventually it became safer for the average priest or merchant. Learning to read became a sign of success. Small schools were started for the children and that led to bigger schools. As the Middle Ages became safer, education became more common. Once the printing press was invented, it bloomed.

Education decreased because there were fewer written works available. During this time, people were more concerned with surviving, not education.
