Oooh, what a great question! With two almost-forgotten heroes!
I've always liked Buddy Baker and Gar Logan since they first appeared. They are two of the most interesting characters to me.
I really think that it would amost be a stalemate. For every animal Gar can turn into, Buddy could duplicate his power through the biogenetic field.
When Buddy duplicates an animal's powers, it depends on proximity, so if they were in water and Gar became an electric eel, he MIGHT be able to attack Buddy by conducting the shock through the water before Buddy was close enough to absorb the eel powers. (I don't remember what his range is.)
But unless Gar beats him on speed or range, before Buddy could duplicate the power, there's just no way that Gar could attack him without giving him the power to defend himself!
I supposed you could do a stroy where they exhausted each others' power and were ultimately reduced to fighting AS HUMANS, hand to hand, in which case, I would think that Buddy (an adult) would outweight Gar (a teen) and be stronger. Gar might be faster. But I think Buddy would win.
