Try the Small Business Administration: www.sba.gov
It's a governmental program for new and existing small businesses. You will find TONS of good information there.

There seem to plenty of new business web-pages associated with AOL. You can also check in your city or county library; they may have a program that deals with new businesses. If you are going to be looking for finance, you MUST develop a business plan, at least as an exercise to ensure that you have considered all things that should be considered before you start. One of the biggest problems of new businesses is that the amount of "up-front" money is underestimated.

I'd highly recommend taking a business class at your local community college.
Many places also have non-profit organizations that give small business start-up advice.
