It came out as a solution to many problems -- including the lack of real-time communications 230 years ago, as well as the issues of high-population states overwhelming low-population states when it came to voting.

Without detailed minutes of the entire Constitutional Convention process -- or unless someone's journal mentioned it -- it's impossible to tell which individual proposed which parts.
