Unrelated.

A&S made it illegal for certain types of political speech -- some statements were illegal based on content. It was struck down based on 1st Amendment violations.

PA -- that doesn't have anything to do with speech or content -- most of it's provisions relate to sharing of information between govt agencies -- or providing money for victims of terrorist attacks -- and the rest deal with search and surveillance issues, which are 4th Amendment rather than 1st.

There are many other policies and rules that deal with 1st Amendment issues in the past 6 years -- but the PA is not one of them.
