Unfortunately , for many years even without war, Our Congress has enjoyed running this country by spending more than the income. That is the reason for deficits. Each party is trying to provide more services than we can afford.Politicians want to show their constituents how well they do for the voter.With the hundreds of programs already in effect, add the cost of waging war against terrorists and enemies , and our own protection . Alas, Budget Deficits!!

Because we don't budget for wars in peace time by creating a "war investment account" or something along those lines. We don't do that because it would be politically unpopular and no one would know how much to budget for it. The other alternatives for avoiding deficits during wartime would be equally unpopular: drastically raising taxes or drastically cutting domestic spending.
