If a person or agency helps and hurts how or who determines which out weighs the other? Is one life less than a group? If one aging adult is hurt and 10 children helped? I could come up with a thousand of these however not the answer..

a person who has been hurt..should seek to be made "whole" by money, extra apology or return of whatever is lost.

regardles if others were helped' ...its not right -to wrong one - for the benefit of others..

ie; such as to FIRE an employee making higher pay rate'..so you can hire' 3 lower paid workers

This question is very vague. Usually your state has an agency that hears complaints regarding an agency. Typically states attorney or attorney general.
