You are pronounced Brain Dead when there is no longer any blood filtering through your brain. This means there is no activity going on and that you can not possible recover from it. On an MRI machine they can see this quite directly. You can't declare someone brain dead without the scan.

Brain dead means the brain is unable to function due to trauma or damage. It will not restore itself. It is dead and dead for ever. The body sometimes can be kept alive by instruments even though the brain is not functioning.

Seriously?? When a test is done on the brain and there is no response--no brain waves. There is NO brain function. You are dead mentally.
