Hello.
I'm not quite sure vvhat it is, but it has something to do vvith the actual sunrise and sunset. In other vvords, the actual calendar has changed due to some sort of orbital (?) change.
Edit: It's only something I heard on the radio today. Hovvever, it can't be true. I don't agree vvith it, even though I'm not sure hovv they calculate time in detail. I read it vvas congress vvhen I search "daylight savings time" here on Ansvvers from a question 7 months ago. Supposably it's to save energy.

They changed the rules. It now ends the first Sunday in November, instead of the last Sunday in October. (In both cases, the change occurs well before dawn on Sunday, so most persons change their clocks Saturday night.)
My VCR automatically changed the time according to the old rule and messed up the recording that I had programmed it to do Sunday.

It wasn't the President, it was Congress. Some jerk there decided we could "save energy" by delaying the time change and the other jerks went along with it.
