my land load decided to raise our rent last year and in turn include the heat now this year has decided we need to pay for our own heat and is still keeping the increase in rent is this legal by the way he is really one of those slum lords anyway

i guess there really is no lease just a implied agreement seeing how my father in law has lived here for 20 years my wife and i just moved into help him out and take care of him

Asking you to pay for heat without decreasing you rent is equivalent to increasing your rent. Unless the change is made in the middle of the term of a lease, increasing your rent is legal in most states. Some localities may require heat to be included in the rent. This is usually a LOCAL law, not a state law. As such, a more specific location is needed to give a complete answer.
