Normally, a flame test is used to check what kind of metal ion is in the tested chemical. When a chemical contains a positive ion (metal ion), it must also contain a negative ion, and vice versa. Here, if your tested chemical is a nitrate, it must contain a positive ion. NO3- it self does not cause a flame color change. Please pay attention to the positive ion.
